Thomas Klein
Thomas Klein is Fannie Mae's Acting General Counsel, leading the Legal organization and reporting to the Acting Chief Executive Officer.
He has served as Vice President and Deputy General Counsel – Tax and Employee Benefits since 2017. Klein is responsible for providing corporate legal advice on a wide range of tax matters relevant to Fannie Mae. These issues include the corporate tax return, compensation practices, employee benefits, asset holdings, debt and equity issuances, derivative transactions, mortgage products, mortgage-backed securities and structured transactions, tax reporting obligations, state and local taxes, and state unclaimed property laws.
Klein also provides legal guidance on proposed tax legislation and existing tax law – including tax regulations and IRS guidance.
Previously, Klein was Deputy General Counsel – Tax and Employee Benefits. He also served as Associate General Counsel – Corporate and Securities, and Associate General Counsel – Tax and Employee Benefits.
Prior to joining Fannie Mae in 2005, Klein was a tax associate at Arnold & Porter LLP. Before that, he served as an attorney advisor in the United States Tax Court for the Honorable William M. Fay.
He has a Bachelor of Science in accounting from the University of Virginia's McIntire School of Commerce, a Juris Doctor from Wake Forest University School of Law, and a Master of Laws from New York University School of Law.
