Proposal Overview

A 2015 Equality of Opportunity study ranked Charlotte 50th out of 50 cities for economic mobility of children born into low-income families. To address this issue, Local Initiatives Support Corporation will create an innovative capital funding structure to demonstrate that services focused on social determinants, like employment and access to fresh food, can be effectively integrated into affordable housing development efforts. The long-term goal is to incentivize hospitals, insurers and other healthcare partners to invest in housing as a way to improve health outcomes.

Local Initiatives Support Cooperation.

The Local Initiatives Support Corporation (LISC) is one of the largest organizations supporting projects to revitalize communities and bring greater economic opportunity to residents. LISC’s areas of focus include more affordable housing, better schools, safer streets, and growing businesses and programs that improve residents’ financial outlook. They provide the capital, strategy, and know–how to local partners to get this done. Their work impacts the lives of millions of Americans in both rural areas and urban centers across the country.

Project Lead

Ralphine Caldwell is the first executive director of Local Initiatives Support Corporation (LISC) Charlotte, where she oversees efforts to expand affordable housing and close the wealth and opportunity gap in Charlotte, North Carolina. She has more than 20 years of mortgage, real estate lending, and community development experience, most recently serving as senior vice president of programs for Charlotte Mecklenburg Housing Partnership, Inc. There, she led strategies regarding neighborhood revitalization, fund development, and community outreach, and managed a team focused on homeownership counseling and education, consumer engagement, and affordable lending.
